What's Happening at STM?
STM Board Elections - 2009
The STM Board consists of 15 elected members. Rather than hold an election every three years for all 15 posts, STM elects one-third of the board (five places) each year. This keeps the Board refreshed but with a large measure of continuity. Each person elected serves for three years and can run for election once more, to serve a maximum of two consecutive terms totaling six years.
Any person working for an STM member organization (regular member) can nominate herself/himself or another individual. Ballots will be completed in September and the successful candidates will join the STM Board at its meeting in Frankfurt on October 12, 2009.

NISO Elects New Vice Chair and Directors

Our regular update from the legal affairs and copyright committee, including:
- Debate on copyright exceptions for the visually disabled moves to Geneva
- WIPO considers Brazilian-proposed treaty to expand copyright exceptions & limitations for access by the visually disabled
- STM and other publishing organisations note that best practices are to encourage practical steps and technologies (not mandates)
- Concerns also re general expansion of exceptions & limitations
- France strikes down the "3-strikes" law
- Publishers had been very encouraged by the recently enacted law which noted that users that post illegal content repeatedly would be disabled from further posting for certain periods of time
- Discouraging development is French decision that holds that access to the Internet is so fundamental that only a judge can decide if it is warranted
- UCL joins Harvard & MIT in "open" repository statement
- University College London announces its own open access-repository policy noting in part the expense of journal subscriptions
- Ironically in a simultaneous announcement from South Africa in regulations on publicly funded research it is noted that mandates re copyright in journal articles would infringe academic freedom

Mythbuster: Not all physics is in arXiv
Reporting on a study of all AIP journals and selected APS journals, in a session entitled 'The Evidence on Open Access' at the Council of Science Editors meeting in May, AIP's Tim Ingoldsby showed significant variations in the % of journal content in arXiv, from 97.1% for Physical Review D (Particles, Fields, Gravitation, and Cosmology) to <5% for other prestigious titles including Applied Physics Letters. He estimates that claims of comprehensive coverage are only valid for 15-20% of physics subdisciplines.

Centre for Research Communications (CRC) launched
The new centre, based at Nottingham University will focus on research and development in open access and will house the portfolio of open access projects, services and initiatives currently undertaken by the University.

2008 Impact Factors Released
The 2008 Journal Citation Reports, released on June 22, includes the first-ever update to the newly introduced Five Year Impact Factor and EigenfactorTM Metrics in JCR Web. EigenfactorTM Metrics use citing journal data from the entire JCR file to reflect the prestige and citation influence of journals by considering scholarly literature as a network of journal-to-journal relationships.

Ingram Content Group created
The new Group will be organized as in a market-focused way, with services to publishers and content creators grouped together in the 'content' organization, while libraries and retailers will be served by the 'commercial' organisaton. Services to publishers include Lightning Source print-on-demand, Ingram Digital's CoreSource, Ingram Marketing Group, Ingram Publisher Services, and Ingram Book's buying department.

Project call: Towards the Academic Library of the Future
This joint initiative by the British Library, JISC, the Research Information Network (RIN), RLUK and SCONUL aims to 'help to map the future strategic direction for academic and research libraries in the UK'. Funding of up to £120k (+ VAT) is available for the gathering and analysis of evidence of current trends and the formulation of strategic responses for libraries.

People's Republic of China joins WorldWideScience.org
According to the announcement from the US DoE's Office of Science and Technology Information, the addition of content from the Institute of Scientific and Technical Information of China means the service now searches science and technology research and development results from 80 percent of the world's population

Elsevier creates new guidelines for pharmaceutical custom publications
The new guidelines, which also apply to reprints and compilations aim to avoid confusion with primary research journals and to ensure disclosure of any applicable sponsorship. The guidelines follow an internal review after a series of sponsored collections were identified misleadingly as 'journals' and one case where the appropriate sponsorship disclosure was not made.

Thomson Reuters Partners with Research4Life to Bring Scientific Research Information Resources to Developing Countries Around the World
The Healthcare & Science business of Thomson Reuters today announced that it is joining Research4Life to provide the developing world with access to critical scientific research. Special editions of ISI Web of Knowledge that include Current Contents Connect, Medline, EndNote Web, and ResearcherID, will be available to select developing countries identified by Thomson Reuters and Research4Life partners.

AIP signs up to TRANSFER Code of Practice
The American Institute of Physics (AIP) has signed up to the TRANSFER Code of Practice. This set of guidelines helps publishers ensure that journal content remains easily accessible by librarians and readers when journals transfer between parties. TRANSFER, established within the UK Serials Group, was developed by a working group of representatives from the scholarly publishing and library communities.

Content enhancement and knowledge services company Scope e-Knowledge Center, India, a Quatrro Group Company, has re-launched its STM news service Knowledgespeak) with new looks and functionalities.

Bertelsmann pulls out of Springer race
Bertelsmann, Europe's largest media group, has pulled out of the auction for a 49% stake in German academic publisher Springer Science and Business Media. The race has narrowed to four private equity groups, three people familiar with the matter told Reuters.

CABI launches enhanced life sciences delivery platform
CABI has launched a new and improved version of its database platform CAB Direct, incorporating the leading bibliographic databases in life science information - CAB Abstracts and Global Health. The new CAB Direct offers a better experience for students and researchers as they search for important life science information. The content on CAB Direct has not changed, but the new design will improve its discoverability saving researchers time and effort.
