Subito Update

On 12 July 2006, the German university library consortium Subito and 21 leading publishers signed the 'international' agreement dealing with 'library service' and 'document delivery' activities outside the 'German-speaking territories'.
The essence of the agreement is:
- a relatively low fixed fee for all participating publishers when copies are delivered digitally from a Subito library to a requesting library (for non-commercial purposes of end-user requesters), where the end user goes to the library to collect a print copy;
- a digital delivery system to end-users, with two rates of fees established by each publisher individually, one for students and educators, the other for commercial entities;
- regular reporting by Subito; and
- provision to Subito from participating publishers of metadata about journal titles.
STM recommends that member publishers participate in this programme, as we believe it is a useful and carefully balanced model for licensed document delivery activity in the digital environment. We are delighted that Addendum No. 1 provides a way to extend this model, with some adaptation, into Germany and German-speaking countries. If implemented and adhered correctly, Addendum No. 1 may well ultimately lead to an out-of-court settlement of the litigation currenty still pending (as of todate, the appelate process remains pending in Germany.)
